Publishing delayed while outbound store is draining. Service: {0} only comes when the broker get connected back to IS. I think all your current publishes are delayed while your outbound store with the messages stored while the broker started draining.
May be your documents are sent to outbound store when Integration server is not able to connect to Broker.. check if your IS connected to Broker? Do you see any connection error between IS and Broker in server.log file? Is your IS Admin page shows the Broker connectivity?

You have to check the store config files maybe your storage file has reached maximum limit. you can also increase the Storage Size of the Broker Server by specifying appropriate space for the log file or storage files. Check the size and max limit mentioned in cfg, check your deadletter queue if its configured? Do not use Document tracker unless you are debugging and also perform below few checks.

What is your IS/Broker version..When did this start happening in your env? Any recent changes to Broker or BrokerData storage files, are they corrupted? Check the Broker Data Storage file size, is it 0 bytes ? In broker server check the Utilization tab. In this you would be able to see the current file size being used. Under Runtime, check the "Used" column. If the Used column specifies 100%, then there is still some data in the queues.

If it's happening in Prod then raise a Critical SI with SAG first.

If you find the storage for the Broker Server is exhausted, then you need to clear the documents on the client queue, here are few steps for clearing a Client Queue:
Go to -> My webMethods server -> Messaging > Broker Servers > Clients.
In the Client List, click on the client ID of the client for which you want to clear the queue.
then On the Client Details page, click the Statistics tab.
Under Client Queue, next to the Length field, click on Clear Queue.

Once done, watch the Used space drop and you would be able to publish. Else try to expand the size of storage file.

Let me know if this helps.

I just took the backup of "Integration Server/documentStore" folder and deleted manually.
Its working fine after restart of server. What does this mean?
